Provision of advice to local authorities Support in the creation and development of administrations and organisations

bw-i supports and advises ministries, authorities and private organisations in partner countries with the aim of creating an entrepreneur-friendly environment.

The sustainable promotion and development of small and medium-sized companies in particular only works in an environment in which government administrations and authorities do not place any bureaucratic hurdles in the way of such companies but inform and support them.

bw-i supports its partners in the promotion of technology transfer, the acquisition and servicing of investors, the formation of international networks and collaboration between commercial and public organisations, for example. Our range of services includes the provision of direct and special advice to authorities at the interface between business and administration, above all in the following areas:

Czech Republic: Increased support for the development of a strategy and programme for small and medium-sized enterprises

The main objective of this project was to support CzechInvest in the development, expansion and optimisation of a consistent, comprehensive strategy for the promotion of small and medium-sized companies on the basis of international best practices.

What was necessary above all was an overall critical assessment of the general strategic framework for the development of a national strategy that would be accepted by the most important interest groups. bw-i supported the operational business divisions and regional offices of CzechInvest in the development of programmes (promotion of new business set-ups, development of entrepreneurship, risk capital, innovation and technology transfer) and mechanisms of implementation that served the strategic objectives of the project. An effective structure was created by working out job profiles and the main areas of responsibility. In order to enhance the capacities of the institutions, bw-i trained the employees with regard to strategy and programme development, project development and implementation, budgeting and project cycle management.

Egypt: Institutional reinforcement of GAFI

This twinning project is a contribution towards the consolidation of an institutional framework that actively promotes the role of GAFI, the General Authority for Investment and Free Zones, as a sponsor of investment projects and advocate of strategic reform – and thus encourages a continuous flow of direct foreign investment.

The project supports GAFI in its efforts to improve the investment climate, develop a strategy for the promotion of investment and work out measures aimed at the promotion of investment in target markets. In addition, international experts provide advice on operational aspects of company management.

Kosovo: Supplementary measures for strengthening the consulting and support services for farmers and rural communities

The aim of this project is to support Kosovo's Ministry of Agriculture, Forestry and Rural Development (MAFRD) in the further development of the rural economy, the fight against poverty in rural areas and in the assurance of food security and the sustainable use of natural resources.

The purpose is to expand consulting services for farmers and rural communities throughout Kosovo. The SASS II project is based on SASS I and serves to expand capacities in order to enable, provide, develop and implement consultation for farmers and rural communities. The main target group consists of assigned personnel of the ministry who act as consultants, as well as employees of the communities and private consultants. The expected result is the support of RDASD in the development and implementation of a strategy for the provision of advice to farmers and rural communities in accordance with the tactics and strategies of MAFRD.

Ukraine: Development of an information database for the tourist industry for the creation of a network of tourist information centres

The aim of this project was to set out and design a strategy for the development of a functional network of tourist information centres (TIC) in Ukraine. To this end, the existing network of tourist information institutions in different areas of Ukraine was first examined. On the basis of the results, the recommendations of international tourism experts and the long-term strategy of Ukraine, the National Tourism Administration of Ukraine can now develop an efficient approach for improvement of the infrastructure for tourist information centres.

Romania: Further development of the institutional framework and the organisation of ministries for small and medium-sized companies and cooperatives

In view of their importance, a ministry for small and medium-sized companies and cooperatives was established in Romania in 2001. In the framework of the PHARE twinning programme, the main object of the project was to support participants in Romania and Baden-Württemberg in the expansion of their economic relationships. They can use their experience from Baden-Württemberg and other European regions as well as the acquired specialist background in order to carry out complex projects and become familiar with the EU in the context of promotion of small and medium-sized companies (acquis communautaire, applicable regulations, conditions and auxiliary structures).

Kuwait: Study on the establishment of new sectors and specialisations for administrative professions

Here, bw-i carried out an analysis of certain labour market requirements and expectations in the wholesale trade, the retail trade and the tourist industry. The range of services provided included the creation of necessary job profiles, the creation of teaching schedules, the establishment of an organisational structure for the institute, the creation of ground plans for classrooms, the planning of workshops, the procurement of working materials, the preparation of invitations to tender, the evaluation of tenders as well as contractual negotiations.

Poland: Support of Silesian chambers of commerce

bw-i advises and supports the Silesian chambers of commerce, promotes small and medium-sized companies and provides support in the fight against unemployment. Organisation and company management are the issues regarding which consultation is provided. In addition, qualification seminars are conducted for the employees. bw-i supports more than 50 seminars and workshops with approximately 1,000 participants from small and medium-sized companies locally as well as management training for company planning and international marketing.
